Cyprus Citizenship by Investment & Years of Residence:
According to the Council of Ministers' decision of September 14, 2016, amending the Citizenship by Investment Programme, a non-Cypriot citizen may be entitled to Cypriot citizenship if he or she has made any of the following investments in Cyprus:

1. Investment in real estate, land development and infrastructure projects

The applicant must have made an investment of at least €2,0 million for the purchase or construction of buildings or for the construction of other land development projects (for residential or commercial purposes, developments in the tourism sector etc.) or other infrastructure projects.

Please note that investment in land under development is included in this criterion, provided that an investment plan for the development of the purchased land will be included in the application. Investment in land that is situated in a building zone of zero development is excluded.

Investor is entitled to sell his investments after 3 year.

2. Investment in financial assets of Cypriot companies or Cypriot organizations

The applicant should have made a purchase or should have participated in companies or organizations established and operating in the Republic of Cyprus with investment of at least €2,0 million. The invested funds shall be channelled towards the financing of the investment objectives of these companies exclusively in Cyprus, based on a specific investment plan.

The applications shall be evaluated to verify that the companies or organizations have proven physical presence in Cyprus, with significant activity and turnover and employ at least five (5) Cypriot or citizens of European Union member-states. The minimum number of employees shall increase, if more than one applicant invest simultaneously or almost simultaneously in the same business or company. In addition, the employees of the companies need to have legally and continuously resided in Cyprus during the five years preceeding the application submission date.

3. Investment in Alternative Investment Funds or financial assets of Cypriot companies or Cypriot organizations that are licensed by CySec

The applicant should have bought units of at least €2,0 million from alternative investment funds (AIF) established in the Republic of Cyprus, licensed and supervised by the CySec and whose investments are made exclusively in the Republic of Cyprus, in investments that meet the criteria of this Scheme or in areas approved by the Minister of Finance.

In order to confirm that the investments that meet the criteria of the current Scheme will be kept for at least three years, the manager or the auditor of the Fund shall inform in writing and on an annual basis, the Ministries of Finance and Interior with reference to the value of the initial investment.

The purchase of financial assets of Cypriot companies or organizations of at least €2,0 million, such as bonds, bills and securities, issued with the approval of the CySec, by companies that have proven physical presence and substantial economic activity in the Republic of Cyprus, and have as a purpose the financing of the investment plans of these companies or organizations exclusively in Cyprus, based on an investment plan, fall under this criterion.

Please note that the purchase by an AIF of units of other AIFs is not considered eligible.

4. Combination of the aforementioned investments

The applicant may proceed with a combination of the above investments, provided that the total investment will amount up to at least €2,0 million.

Within this criterion (combination of investments) the applicant may purchase special government bonds of the Republic of Cyprus, up to €500.000, which will be issued by the Public Debt Management Office of the Ministry of Finance, on condition that the investor will retain these bonds for a three year period. The characteristics and the terms of these special bonds will be determined by the General and Special Issue Terms of the Government Bonds of the Republic of Cyprus. Investments in government bonds through the secondary market are not considered eligible

Please note:

Applicants who satisfy the criteria for applying for Citizenship must:

  • Have a clean criminal record

  • Their names must not be listed in the list of individuals whose assets are ordered to be frozen within the borders of the European Union.

  • Additionally, applicants must hold a permanent privately-owned residence in Cyprus, the market value of which must be worth of a minimum €500.000 plus V.A.T.

Cyprus Citizenship by Years of Residence :

Foreign nationals, who have completed 7 (seven) years of legal residence in Cyprus are eligible to apply for Citizenship. In cases of foreign nationals who are either parents or children of Cypriot citizens the time required is 5 (five) years instead of 7 (seven).

In both cases, the applicant must have resided legally and continuously in Cyprus during the 12 (twelve) months prior the date of the application.

Upon Submission of Application you need the following accompanying documents:

  • Birth certificate of the applicant

  • Certificate of clean criminal record of the applicant

  • Marriage certificate

  • Copies of all the pages of all the passports of the applicant showing his/her arrivals and departures in Cyprus

  • Detailed statement of arrivals and departures completed by the applicant

  • Copies of newspaper advertisements in two consecutive publications which report that the applicant has filed an application for naturalization.

  • Two passport size photographs

  • Photocopy of receipt for the amount of 500 euros paid as fees

PLEASE NOTE that all public documents issued abroad must:

  1. Bear an official translation into Greek or English from Press and Information Office.

  2. Be certified with APOSTILLE if the country has signed the Hague Convention of 1961 or

    • Certified by the Ministry of Foreign Affairs of the country of origin of the applicant and then by the Embassy/Consulate of Cyprus in his country or

    • The Ministry of Foreign Affairs of the country of origin of the applicant and then the Embassy / Consulate of his country in Cyprus and then certified by the Ministry of Foreign Affairs of Cyprus

In the instance that the country of origin of the applicant has not signed the Hague Convention of 1961and there is no Embassy /Consulate in the above mentioned country the documents must be certified by the Ministry of Foreign Affairs of the country of origin of the applicant and then the nearest Embassy / Consulate which is accredited to Cyprus.

Permanent Residence in Cyprus

Foreign citizens, of third countries outside the European Union, are entitled to apply for Residence Permit in Cyprus on the basis of the Categories referred to in Regulations 5 and 6(2) of the Aliens and Immigration Regulations.

Due to Cyprus' small size and geographical position, combined with low crime and low tax on income, its' cosmopolitan city style and international business establishments, combined with unique nature, a Mediterranean sea and bright sun that shines over 300 days per year, makes Cyprus a popular destination for foreigners looking to reside to.

Cyprus Resident and Immigration Permits are granted according to certain provisions and criteria. Depending to the different circumstances of each Applicant, different provisions and different type of Residence Permits can be granted.

The Permits:

  1. Under regulation 6(2) for Fast Track Permanent Residence Permit, for purchasers of real estate of a market value of over €300,000 + VAT. Such applicants are entitled to take advantage of a fast track Residence Permit, issued within 3 months.

  2. Under regulation 5 for Long Term Residence Permits for applicants falling into any one of the following Categories.

    • Categories A, B, C and D: For self employees in different sectors of trade or profession (agriculture, breeding, mining, science etc.)

    • Category E: For persons offered employment in Cyprus (advance work permit is a requirement)

    • Category F: For persons who wish to reside in Cyprus, with secure annual income without the need to engage in any business in Cyprus.

The Fast Track Permanent Residence Permit (At a Glance)

The benefits:

The Permit is granted within 2-3 months, for an indefinite duration.

Applicants must have:

  • Purchased in Cyprus one or two, new real estate properties with total purchase cost of at least €300.000 (excluding VAT). Properties can be 2 residences, or 1 residence & 1 office or 1 residence & 1 shop. At least €200.000 of the purchase cost must be paid and all funds need to be transferred from abroad.

  • A secure and steady annual income transferred on a regular basis from abroad to a bank operating in Cyprus. The income should derive from sources other than employment in Cyprus.

  • Funds transferred from abroad and deposited in a Bank operating in Cyprus in a 3-year Fixed Deposit Account.

Temporary Residence Permit in Cyprus

Non-EU nationals have the option of staying in Cyprus, as visitors, for over 3 months period provided that they have successfully applied for such permit at the Civil Registry and Migration Department of Cyprus.

In order for you to be entitled to such a temporary residence visit, you need to fall into one of the following two categories:

1.You are a non-EU citizen who have been married to a Cypriot/EU citizen and you now intent to live in Cyprus;

2.You are a non-EU citizen, parent in law of a Cypriot/EU citizen who live in Cyprus, and you now intent to live in Cyprus for family reunification;

3. You are an underage child (younger than 18 years old) of a non-EU citizen married with a Cypriot/EU citizen living in Cyprus, and you now intent to live in Cyprus for family reunification;

4. You are a non-EU citizen who wish to live in Cyprus for more than 3 months (i.e. to extend your VISA) considering that you have sufficient income for your living expenses (income must be coming from abroad).

If you have acquired a visitor's VISA from any Cyprus embassy or consular from abroad (such VISA would be for 3 months stay in Cyprus) you may apply for extension of such VISA for a maximum period of 3 months. VISAs with the term "FINAL" cannot be extended by the Migration Department but only by the Ministry of Foreign Affairs of Cyprus; such extension can be done when special reasons are in place (such as Cyprus property owners or for humanitarian reasons.

Work Permit in Cyprus (Employment Visa)

The application for the issue of Entry, Residence and Employment (work) permits are submitted by the Employer (not by the employee). The application is submitted to the Civil Registry and Migration Department.

Together with the application, you need to submit the Employment Contract, certified by the Department of Labor of the Ministry of Employment and Social Insurances.

Duration of Work Permit

Generally, the maximum period of a non-EU citizen to live and work in Cyprus is 4 years. However, the following employees are exempted from this limitation:

  1. highly skilled personnel employed in companies with substantial annual turnover

  2. executive directors, middle-management staff, executive staff and other key personnel working in companies of foreign interests (requires at least 50% of the company's share capital to belong to a non-Cyprus citizen or, its' direct foreign capital investment to be at least €171.000) - minimum salary requirements apply.

  3. qualified nurses, registered in Cyprus for the practice of such nurse profession

  4. athletes and coaches of individual or team sports

  5. religious icon painters (for particular projects).

Non-EU citizens married with a Cypriot/EU citizen

Non-EU citizens who are married with a Cypriot/EU national and wish to work in Cyprus they need to apply for working permit and file all necessary documents.

Cyprus Driving License

Residents: How to apply for a Cyprus provisional / actual driving licence:

To obtain a licence to enable you to learn to drive, application has to be made in at the Department of Transport with the documents shown below.

You have to pass eyesight and theory tests before a provisional driving licence will be issued. You may be able to take this test immediately.

The test is verbal, in Greek or English, on traffic signs and the Highway Code.

Documents required obtaining a Cyprus learner / student Driving Licence:

A completed T.O.M. 7 application form only available in Greek in which will fill for you.

-Two passport style photographs 40×35 -Residents Permit in Cyprus -Passport and copy of the page containing the holders information -The verbal theory test pass slip.

Category A1 – Learner riders do not have to be accompanied by a full licence holder. Learner licence holders aged 17.5. – A rider in this class cannot take the riding test until they are 18 years of age and have held a licence for 21 days or more.

Category B (car) and B + E (car + trailer) – Learner licence holders aged 17.5 must be accompanied by an experienced driver aged 30 and upwards who has held a full driving licence for the class of vehicle for no less than five years. OR An Authorized Driving Instructor A driver in this class cannot take the driving test until they are 18 years of age and have held a licence for 21 days or more.

Learner licence holders aged 18 or over must be accompanied by a person aged at least 25 with a minimum five years driving experience. OR An Authorized Driving Instructor.

Learner licence holders must display E Plates on the front and rear of the vehicle. This replaces the old Lplate

Provisional / learner / student licence holders are not permitted to drive on the highway unless they are accompanied by a Cyprus Authorized Driving Instructor or taking part in a driving test.

After obtaining your provisional license then we book for you an appointment for the test However, 21 days must elapse between the issue of a provisional licence and the test.
